In history, human trafficking was known as slavery but today, many youngsters are inducted into this illegal practice, unaware of the physical and mental damage. A PROCLAMATION

Nearly a century and a half ago, PresidentAbraham Lincoln issued the Emancipation Proclamation -- a document thatreaffirmed the noble goals of equality and freedom for all that lie at theheart of what it means to live in America. In the years since, we havetirelessly pursued the realization and protection of these essentialprinciples. Yet, despite our successes, thousands of individuals living in theUnited States and still more abroad suffer in silence under the intolerableyoke of modern slavery. During National Slavery and Human TraffickingPrevention Month, we stand with all those who are held in compelled service; werecognize the people, organizations, and government entities that are workingto combat human trafficking; and we recommit to bringing an end to thisinexcusable human rights abuse.

Human trafficking endangers the lives ofmillions of people around the world, and it is a crime that knows no borders.Trafficking networks operate both domestically and transnationally, andalthough abuses disproportionally affect women and girls, the victims of thisongoing global tragedy are men, women, and children of all ages. Around theworld, we are monitoring the progress of governments in combating traffickingwhile supporting programs aimed at its eradication. From forced labor and debtbondage to forced commercial sexual exploitation and involuntary domesticservitude, human trafficking leaves no country untouched. With this knowledge,we rededicate ourselves to forging robust international partnerships thatstrengthen global anti-trafficking efforts, and to confronting traffickers hereat home.

My Administration continues to implementour comprehensive strategy to combat human trafficking in America. Bycoordinating our response across Federal agencies, we are working to protectvictims of human trafficking with effective services and support, prosecutetraffickers through consistent enforcement, and prevent human rights abuses byfurthering public awareness and addressing the root causes of modern slavery.The steadfast defense of human rights is an essential part of our nationalidentity, and as long as individuals suffer the violence of slavery and humantrafficking, we must continue the fight.

With the start of each year, we commemoratethe anniversaries of the Emancipation Proclamation, which became effective onJanuary 1, 1863, and the 13th Amendment to abolish slavery, which was signed byPresident Abraham Lincoln and submitted to the States for ratification onFebruary 1, 1865.

These documents stand as testaments to thegains we have made in pursuit of freedom and justice for all, and they remindus of the work that remains to be done. This month, I urge all Americans toeducate themselves about all forms of modern slavery and the signs and consequencesof human trafficking. Together, and in cooperation with our partners around theworld, we can work to end this terrible injustice and protect the rights tolife and liberty entrusted to us by our forebears and owed to our children.

NOW, THEREFORE, I, BARACK OBAMA, Presidentof the United States of America, by virtue of the authority vested in me by theConstitution and the laws of the United States, do hereby proclaim January 2012as National Slavery and Human Trafficking Prevention Month, culminating in theannual celebration of National Freedom Day on February 1. Governor Scott Walker of Wisconsin has mandated all Wisconsin citizens to observe January 2012 as Human Trafficking Awareness and Prevention month. Many runaway teenagers are inducted into human trafficking circles and are abused. The teens suffer physical and mental effects once they manage to escape. Many are not lucky enough to escape because they are too intimidated. Parents talk to your teens and be an open ear for their behaviors and emotions. There are healthy options for a teen considering running.

"The Mentalist" Actor Tim Kang Tells Parents What To Do and What Not To Do

Parents need to be careful not to let their guard down or become distracted while traveling or attending public functions during the 2011 holiday season. Tim Kang, actor from the hit CBS show The Mentalist has partnered with the National Center for Missing & Exploited Children (NCMEC) to help educate parents about what they should be telling their children to keep them safe while shopping and traveling this holiday season.

Parents need to talk with children about safety before heading out to a busy shopping mall or boarding a plane, train, or bus this holiday season. Crowds are greater this time of year and children may easily become separated from their parents, causing confusion and fear. If that should happen, parents need a plan and children should know what to do.

"Unfortunately many adults and children don’t know what to do if they lose each other in a public place or are faced with other unsafe situations," said actor Tim Kang. "That’s why the National Center for Missing & Exploited Children is offering advice on how to remain safe and avoid panic and potential dangers."

ALWAYS

Keep children with you at all times while shopping.
Accompany and supervise children in public facilities, including restrooms.
Have a plan in case you become separated, including a pre-designated spot to meet.
Teach children to look for people who can help, such as a uniformed security officer, salesperson or mother with children.
Remind children to remain in the area where they become separated.

NEVER

Dress children in clothing that displays their first or last names, prompting unwelcome attention from people looking for an opportunity to start a conversation with your child.
Leave children in toy stores or public facilities expecting supervision from store personnel.
Go shopping or attend a public event with a child if you feel you’re going to be distracted. Make other arrangements for child care ahead of time.
Allow younger children to shop on their own to purchase surprise gifts for friends or family members.
Drop off older children at a mall or public place without agreeing on a clear plan for picking them up, including: where, what time, and what to do in case of a change in plans.

If your child is flying or riding a train or bus alone this holiday season, NCMEC urges parents to remember the following travel safety tips:

When you make reservations for your child, specify that the child will be traveling alone.
Whenever possible, book a non-stop flight or direct route. Avoid booking the last flight of the day.
Plan to visit the airport, train or bus terminal prior to departure. Let your child know what to expect, so the experience will not be so intimidating.
In case of delay or cancellation, remain at the station or gate until the train, plane or bus departs.
Make sure children travel with proper identification and parents or guardian contact information.
Always have a back-up plan for the person or people meeting the plane at the destination, in case they are delayed.
Encourage children not to become too friendly with other passengers or to reveal any personal information.

The weather was very hot so the opportunity for a vehicle to overheat, was great! That is exactly what happened to our official vehicle connected to our search/rescue boat. Fortunately, the unit made it past the grandstand before the calamity occured. The remaining entry continued to the end of the parade. Thank you John and Norine for your participation!

What Should I Do

1. Don't panic! You need to be clear headed to consider your actions, options and resources.

2. Gather recent photos and dental records.

3. Write down the date of disappearance and a description of the missing person; height, weight, color of eyes and hair, age and birthdate, birthmarks and other identifying items; scars, tatoos, rings. The clothing the missing was wearing could also be important. Worn clothing can provide DNA. Even interests and talents could be helpful in locating your missing person.

4. Write down names, addresses and phone numbers of people who the missing was with the last time they were seen and where the loved one was when they disappeared.

5. If a child or adult has just wandered away from home, you need to call law enforcement and/or an agency who can help you do a search.

6. Now report your missing loved one to the agencies who can help you. There are many organizations who can help.

7. If internet savvy, check the missing's email communications. Amber Alert, Porchlight International, Peace4 The Missing, The National Center for Missing and Exploited Children, the Runaway Switchboard are just some of the internet and public organizations which can help. You could publish information about your missing family member on Squidoo, Blogger, Twitter, Facebook, My Space and any other social networks.

8. Stay busy and avoid unnecessary worry.

9. Report any new communications from or locations of the missing to the selected agencies.

Jefferson Parade of Lights

The Jefferson Parade of Lights is an awesome parade. The event took place on Saturday, December 4, 2010. Held in darkness, everybody does their floats and vehicles with lights, the more the merrier. WCMCA did not do a repeat performance by entering their float. Instead, we had our vehicles decorated with Christmas lights to the hilt! On October 19, 1984, the National Center’s Call Center opened for business. Twenty-six years later, more than 2,600,000 calls for service have been handled. The Call Center was created by the U.S. Congress to serve as the nation’s national reporting system for missing children. Considered “the nerve center” of the National Center, the toll-free Call Center receives calls for service 24 hours a day, 7 days a week, 365 days a year. The Call Center processes reports of missing children, reports of sightings of a missing child, or requests for resources to assist in abduction or sexual exploitation cases and can handle calls in more than 180 languages.

Governor Jim Doyle Proclaims

Wisconsin Governor Jim Doyle has proclaimed November as National Runaway Prevention Month for 2010. The proclamation's mission is to encourage all people to work together to provide teens with alternatives and resources to running to prevent runaway teens. Our President and Founder, John Robins-Wells, contacted Governor Doyle and urged him to designate November. The City Manager, John Wilmet, of Fort Atkinson also signed a proclamation for the City of Fort Atkinson.

Weekend of September 18-19th A Full One

Wow! WCMCA is moving ahead nicely. First, face-to-face Board meeting in a very long time, on September 18th, 2010. Sandy Keberlein, Executive Director, chaired the meeting. Discussed were our expansion into the entire State of Wisconsin, additional officers and volunteers needed for this expansion, a few bylaw changes, how to divide the state into regional organizations, and the critical need for donations, contributions. Our new map logo appears above.

On Sunday, WCMCA had 3 entries in the Gemuetlichkeit parade in Jefferson, Wisconsin. Instead of our "Missing" float, we entered our water search boat on a trailer pulled by the official WCMCA vehicle, plus two other vehicles. The audience sometimes clapped in appreciation.

On Friday, July 30, WCMCA set up an information booth on Main Street in Fort Atkinson. The theme of the event was "Fort Family Carnival Days". Although the weather was inclement with a drizzle, residents attended wearing rain gear and sporting umbrellas.

A Busy Summer For WCMCA, Indeed !

WCMCA has been super busy this summer. We have assisted the search for drowning victim, Sarah Carpenter, using side sonar. See previous update for more information about this search. In addition, WCMCA assisted a search for a missing adult in Rome, Wisconsin, on July 17th.

On July 24th, we were scheduled for two events. The "United Latino Families With Their Community" was held at Jefferson High School from 11 AM to 3 PM. This could have been actually termed, a kids fair. The one surprising observation during this event was that we had an interpreter because the speakers and guests all spoke Spanish. WCMCA members attending were John Robins-Wells, Sandy Keberlein and Norine Peardon. We split our membership volunteers to also cover the the "South Milwaukee Heritage Days" Parade. Entered in the parade were Dan Schultz, Victor Hanley and Monique Dundy, a junior member.

WCMCA Is Growing !

Now my update gets better. WCMCA welcomes our newest members. They are Sandy Keberlein, replacing John Robins-Wells as Executive Director; Michelle Hessom, Administrative Secretary; and Sheila Bree of Appleton. We have also gained new Advisory Board Members: Mike Bosteder of Fort Atkinson and Robert (Steve) Balding of Lake Mills. A Great Big Welcome to all of the preceding ! Let us grow and grow! Volunteer Group Searching For Missing Swimmer

A volunteer group on Friday resumed the search for the body of a woman who is presumed drowned in Lake Mendota. Sarah Carpenter, 30, of Madison, has been missing since June 29, when she was out swimming with friends and went under water near Governor's Island on the lake's north side. While the Dane County Sheriff's Department continues to make daily circles of the lake, a volunteer group is using new technology to see if it can bring Carpenter's family closure. Oconomowoc Independence Day Parade

Happy Birthday America !

WCMCA was active in the Oconomowoc, Wisconsin, Independence Day Parade on July 3, 2010. The parade began at Forest and Main Street and continued through Oconomowoc to Fowler Park on Oakwood Avenue.

Our 4 vehicles, ready to go!

We had 4 vehicles, making lots of noise, and 5 walkers, carrying our banner and distributing candy. Members represented the municipalities of Jefferson, Friendship, South Milwaukee and Oconomowoc. The weather was real great...not too hot.....not too cool! We had 9 members representing WCMCA. A meal was had by all members following the parade at "Round The Lakes" restaurant. Following the meal, the group visited Roosevelt Park, the most unique playground in the world! Many thanks to the residents who donated their labor, skills, materials and money to build the playground. The playground was designed for children but all adults will enjoy the playground as well. The events of the day included a wonderful, musical display of fireworks at Fowler Park.

The History of Independence Day

Have you ever wondered what happened to the 56 men who signed the Declaration of Independence ?

   Five signers were captured by the British as traitors,
and tortured before they died.
   Twelve had their homes ransacked and burned.
   Two lost their sons serving in the Revolutionary Army;
another had two sons captured.
   Nine of the 56 fought and died from wounds or
   hardships of the Revolutionary War.
   They signed and they pledged their lives, their fortunes, and their sacred honor.
What kind of men were they?
   Twenty-four were lawyers and jurists.
Eleven were merchants,
nine were farmers and large plantation owners;
   men of means, well educated,
   but they signed the Declaration of Independence
   knowing full well that the penalty would be death if
   they were captured.
Carter Braxton of Virginia, a wealthy planter and
   trader, saw his ships swept from the seas by the
   British Navy. He sold his home and properties to
   pay his debts, and died in rags.

   Thomas McKeam was so hounded by the British
   that he was forced to move his family almost constantly.
He served in the Congress without pay, and his family
   was kept in hiding. His possessions were taken from him,
   and poverty was his reward.

   Vandals or soldiers looted the properties of Dillery, Hall, Clymer,
   Walton, Gwinnett, Heyward, Ruttledge, and Middleton.

At the battle of Yorktown , Thomas Nelson, Jr., noted that
   the British General Cornwallis had taken over the Nelson
   home for his headquarters. He quietly urged General
   George Washington to open fire. The home was destroyed,
and Nelson died bankrupt.

   Francis Lewis had his home and properties destroyed.
   The enemy jailed his wife, and she died within a few months.

John Hart was driven from his wife's bedside as she was dying.
   Their 13 children fled for their lives. His fields and his gristmill
   were laid to waste. For more than a year he lived in forests
   and caves, returning home to find his wife dead and his
children vanished.
So, take a few minutes while enjoying your 4th of July holiday and silently thank these patriots. It's not much to ask for the price they paid.

   Remember: freedom is never free!

Fort Atkinson, Wisconsin; June 11, 2010

Dr. Mike Kruk organized and managed this event for the benefit of WCMCA. Surprisingly, the very hot, humid weather did not keep anyone from participating in the 2 mile or 5 mile run. Registration could be done prior to the event or from 6 PM to 7 PM the day of the run. The runs began at 7:30 and the participants were ready and raring to go! By 8:30 PM, all the runners had returned to the Fort Atkinson Middle School and the awards ceremony began. Trophies and medals were given for every class of runner in each division. WCMCA thanks all the volunteers (and it took many), sponsors and, especially, Dr. Mike Kruk. It was a wonderful success!

WCMCA Makes Appearance In The Milwaukee Memorial Day Parade

Milwaukee's Memorial Day Parade was well populated with everything from old vintage automobiles to a bagpipe band. It was a hot day but Lake Michigan kept all the parade entrants and audience cool and the crowd clapped every inch of the way. The crowd especially liked the sirens and horns. WCMCA rode the parade in two vehicles accompanied by two member volunteers who walked and distributed candy to the kiddies. The parade was a wonderful tribute to our fallen heroes who have contributed their lives so that we can enjoy our freedom and a wonderful parade in their honor.

The annual ceremony hosted by the Attorney General of the State of Wisconsin was held on May 19, 2010. The ceremony takes place in Madison, Wisconsin at the Capitol Rotunda. The Rotunda is not only a beautiful piece of architecture but contains all of Wisconsin's history on its statehood.

April 17, 2010

WCMCA participated in a Kid's Fair held at Adams/Friendship, WI, high school. This was a really cool event. The fair was held from 10 AM to 2 PM. As the children entered, they were each given an empty plastic bag to hold all their goodies they would receive.

WCMCA sponsored a coloring contest open to K through 5th grade. We offered a 1st prize, 2nd prize and 3rd prize. There were large, fuzzy animals roaming the fair and the children even participated in a circus. Another feature was a live demonstration by a police department of trained dogs which assist in searches for lost or missing children. Alice In Dairyland made an appearance. The fair was very well organized. Pictured is John Robins-Wells, WCMCA Executive Director and our tables, etc. containing literature regarding safety of children. John Robins-Wells, WCMCA Executive Director and CEO, has completed Citizen Police Academy Training in Jefferson County. The course lasts 10 weeks and covers the responsibilities and tasks of a police officer. Some of the areas covered are Jail, 911 Dispatch, Traffic Stops, Domestic Abuse Response and Firearms Range. Each session lasted 3 hours.

Jefferson Christmas Parade

The Jefferson Christmas Parade, Dec. 5th, was a cold one but all those who participated did not seem to mind. The lights were glorious and a real tribute to the Yuletide season. Surprisingly, there was a great crowd who came out regardless of the weather element. This was our last parade appearance for 2009.

South Milwaukee Parade

November 29, 2009. We had two vehicle entries in the South Milwaukee parade. Daniel Schultz drove his ultra lighted Christmas car and Mike Allen drove his ultra lighted Christmas truck. Our junior members again handed out candy as they walked...Tommy, Dustin and DeEtta.

For both parades, Adams and South Milwaukee, the weather was very agreeable for a parade environment. Thanks to our members who represented all of our organization.

Adams, Wisconsin Parade

November 28, 2009. The Adams parade had great participation by WCMCA members. We had three vehicle entries. Members participating were
Daniel Schultz, Chas and Mike Allen, Rich and our jr auxiliary members, Tommy, Dustin and DeEtta walked and handed out candy to the crowd. After the parade, The Downtown Christmas tree was lit. Then Santa cookies and hot chocolate were served. The members also took rides on an oldtime fire engine.

Fort Atkinson Parade of Lights

November 14, 2009, WCMCA participated in making the Fort Atkinson Parade of Lights a stunning event. WCMCA had three entries. A float titled, "Light The Way Home for the Missing"; a truck decorated like a moving Christmas tree; and a car which reminded me of one of those ulta lit, 18 wheelers except the lights were red and green. The ooh's and aah's of the parade viewers convinced the members that we were a big success. Following the parade, the event to be at was the Chili Sampling Tasting extravaganza. At least 20 different kinds of chili were offered; some hot, some just chili and some just vegetables. One thing I noticed, is they all used the spice, cumin. Our members also handed out candy and fliers for the Holiday Safety Tips published by the National Center for Missing and Exploited Children.

Reminder: Our next event will be November 28th, 2009, in Adams, Wisconsin. Another Christmas parade with all the lights, beautiful!

WCMCA had three vehicles and a float in the Gemuetlichkeit Parade in Jefferson, Wisconsin, on Sunday, September 20, 2009. There were over 100 entries in the parade.
